The UN Security Council established the International Criminal Tribunal for Rwanda (ICTR) to prosecute persons responsible for genocide and other crimes against humanity committed in Rwanda and neighbouring States, between 1 January 1994 and 31 December 1994. It is the first institution to recognise rape as a means of perpetrating genocide. Among the crimes investigated there are cases of sexual violence against men and boys such as the sexual mutilation of Kabanda (June 1994) and numerous cases of incest when militiamen forced fathers or sons to have sexual relations with their own daughters or mothers and vice versa.
